Mrs. Doreen Prendergast
Chief Technical Director
Mrs. Doreen Prendergast has been a Public Servant for the past 32 years, sixteen (16) of which have been at the senior management level. She has managed and directed the Policy, Standard and Monitoring Division under the former Ministry of Environment and Housing, and the Housing Solutions Division under the former Ministries of Environment and Housing; Water and Housing, and Transport, Works and Housing.
Currently, she is the Chief Technical Director with responsibility for Water, Works and Housing within the Ministry of Economic Growth and Job Creation with responsibility for approximately 180 staff members and 20 agencies.
With her vast knowledge and experience, she provides technical and policy support and advice to the portfolio Ministers and the Permanent Secretary within the ministry.
Mrs. Prendergast is a teacher by training and also a Civil Servant. She is trained in the areas of Geography, Urban and Regional Planning, Environmental Planning and Management, Policy Development, Project Management and Public Sector Leadership.
She has contributed to the development of many national plans and projects including the formulation of the Housing and Planning Sector Plans in preparation of the National Development Plan of Jamaica and was the Local Counterpart on the World Bank Development Approvals Process Project, aimed at streamlining the subdivision and planning approvals processes.
Her involvement spans both the local and international spheres where she has served as the National Focal Point for the United Nations Human Settlements Participatory Slum Upgrading Programm, as well as, the Technical Assistant to the 23rd President of the UN-Habitat Governing Council from 2009 to 2011. She has also facilitated the Ministry’s participation in the annual Meeting of Ministers of Housing and Urbanization for Latin America and the Caribbean (MINURVI), and has served as the Project Manager for the hosting of the 2009 and 2015 MINURVI meetings that were hosted by Jamaica. She has also represented the Ministry at meetings of the Commission on Sustainable Development (CSD), as well as participated in and presented at various human settlements-related meetings held at the United Nations headquarters in New York and Nairobi.
Mrs. Prendergast has a vast understanding and appreciation of the Public Service environment and more intimately, the work environment of the Ministry and the related portfolio agencies. She is a highly respected and valuable technical resource person across Ministries, Agencies and Departments.
Despite the heavy workload and the demands associated with her professional career, she continues to serve as a longstanding member of the Policy Analyst Network, Cabinet Office and the Jamaica Institute of Planners for which she is a former President. Currently, she is the President of the Optimist Club of Sunset Liguanea, whose motto is “Friends of Youth”.
She is married to Patrick Prendergast for over 27 years and is the mother of 3 daughters. A former athlete and a fitness enthusiast at heart, she enjoys reading, cooking, dancing and travelling.
