Ms. Gillian Guthrie

Ms. Gillian Guthrie holds a B.Sc in Pure and Applied Chemistry and an M.Phil in Environmental Chemistry from the University of the West Indies (Mona). She has served in the Jamaican public sector for over 20 years, namely within the Ministries with portfolio responsibility for the environment.
She is currently the Chief Technical Director (Acting) of, Development Planning Environment Policy and Management in the Ministry of Economic Growth and Job Creation. Over the years, she has been Jamaica’s lead technical negotiator in several regional and international fora on matters related to the environment and sustainable development.
She is currently Jamaica’s Operational Focal Point for the Global Environment Facility (GEF) as well as the country’s focal point for several multilateral agreements and arrangements, including the Convention for the Protection and Development of the Marine Environment in the Wider Caribbean Region (Cartagena Convention), the Convention on Biological Diversity and its Cartagena Protocol on Biosafety, the Basel Convention on the Control of Transboundary Movements of Hazardous Wastes and their Disposal and the Stockholm Convention on Persistent Organic Pollutants.
